Why do people on the right claim Reagan had a better record on tax cuts than Obama?

It's hard to take Reagan supporters seriously. They say we need a fiscal government like Reagan's that pro-capitalism and anti-socialism, but Reagan gave Harley-Davidson a government bailout when they were struggling.
