How can we force companies to stay in America rather than outsourcing?

I agree that we need to provide tax incentives for hiring Americans and tax disincentives for outsourcing. We also need to have an immigration policy which is friendlier to employers. As an example: Microsoft prefers to have their programmers work together and they used to import smart programmers from other countries, but the visas to bring them here are so expensive and difficult to get, they just opened offices overseas and have them do the work there. When all the jobs are gone and we have only two employees for every retiree, things are really going to be tough for us.
